What happens when hugely popular Pokemon aren’t included in a set?

Case in point - EX Emerald 2005
The most expensive card of this set goes to Milotic.

Total PSA pop: 397
Total PSA 10 pop: 24
Next up is a legendary, but not nearly as popular as some of the other legendaries:
Deoxys ex 93/106 Illus. Mitsuhiro Arita
Total PSA pop: 288
Total PSA 10 pop: 25
Lower pop than Milotic. Hmm.
Next, the only Pokemon less popular than it’s previous stage evolution:
Raichu ex 97/106 Illus. Mitsuhiro Arita
Total PSA pop: 270
Total PSA 10 pop: 21
Slightly lower pop than Deoxys, and much lower than Milotic. Hmmmm.
So, I can’t give you an exact reason why the Milotic outperforms Deoxys and Raichu and terms of price. I tried searching.
On Google Trends, Milotic searches are outperformed by Deoxys and Raichu. Looking at the stats just raises more questions. Why does Deoxys peak once a year??
Competitively, Milotic put a stop to Technical Machine cards. These cards could add an extra attack to a Pokemon in play. But since these cards were roated out long ago I don’t see this as the reason for the high price on Milotic.
Maybe it just comes down to the beautiful art.
Or maybe we can expect a shift in the market soon?
